final update.. after about 2 hours in the heated garage with a halogen work light shining on it everything loosened up. My son replaced his half melted fan belt, added some anti-freeze to the holding tank and fired it up. Amazingly no leaks and everything appears to working just fine....for now. Not sure how much anti-freeze he got into it. I think he was low on coolent and that may have saved his motor. It's about -5c here now and the car is an unheated garage tonight. We'll see what happens tomorrow morning!
