Timing: set points gap, then run the engine and time #1 cylinder to bb on the flywheel through the hole on the starter side of the bellhousing

Valves: adjust gap to spec (see tech tips page) whenever it needs it.

Carb: Make sure it is clean and the power valve is working, then adjust idle mixture for maximum vacuum at curb idle when warm (usually 550 rpm)

It sounds like you are missing your road draft tube which runs down by the oil pan.

It also sounds like you would really benefit from a reprint of a factory shop manual, available from many vendors.
