Do all new harnesses come with fuse boxes?
None of my reproduction harnesses came with a 2-circuit fuse "box" (even for 1954, in which a fuse box is original equipment).

What brand/vendor wiring harness did you use? If it was a reproduction harness, it would not come with a fuse box. If you are restoring to original "specs", as stated above, there was no fuse box in 1949 but you could add a fuse box. [This not correct: there was a standard 48-49 5-circuit fuse box - see below.]
