Mine hesitated too, basically the same setup. At the front part of the throttle linkage there is a plunger, it uses a tiny tiny cotter pin to attach the linkage too. Change the linkage so the pump has a longer stroke. Gives a little more gas to the motor when you step on it. Not sure about the surging though.
