It is awesome that you 13 and got an interest in ol chevy trucks, And I think it's going to be soooo cool to see your truck coming along (as you learn) And as you build it the way you want it. But FIRST if your going to ask a question like "what's this thingy" that it is obvious your going have to READ THE MANUAL

And when all else fails...READ THE MANUAL !!Then read the Manual some more ! and after doing a search just to make sure...READ THE MANUAL ! wink (along with a auto shop class the first chance you get)
