Have you tried tapping the valve with a sledge softly while hosing it down with wd40 or your choice of lubricants??? Talking dirty to it might help also.
That freed up a few of my valves. I bet if you post an ad in the swapmeet section you could very easily find a rocker arm or 2 for dirt cheap. I have several sets around here...
