That is an aftermarket bumper, commonly called a Barden bumper. They were cheaper and more heavy duty than the factory option bumper. Yes, dealers sold and installed them. A lot of them had the dealer's name stenciled on them. I've seen some with the dealer's name etched in.
You don't see many chrome ones. I wonder if that is an old one chromed or a new custom job.
