You have a drum type transmission/driveshaft brake. It works as you describe, by pinching the flange of the drum between an inside and outside shoe.
You can have them relined, or buy the material and do it yourself. As for the rest of the parts, if they are worn look for some different less used ones, doubt you find new stuff, unless NOS.
