When I took mine into the Highway Patrol to have the numbers verified, they didn't care how many miles was on it. I set mine at zero for the same reason. They just wrote it with what the odometer said, no questions.
As for the needle, I don't know. I would think it be real close to zero when it hits it stopping point. Joe
