Even though "blue Flame" was not used on the 207 cu.in. engine as such; 1935 was the first year Chevrolet used the name to describe the new 1935 cylinder head combustion chamber design. I don't have the first use on the words to describe the whole engine but I think it wasn't until the 235 cu.in engine was introduced. I know they advertised the 1941 though the war years as the "Victory" engine.
