It does if the window tends to fall back down. With the weight of the crank pulling down on the regulator, which rolls the window up, then the window will stay up. If the weight of the crank is the other way (180 degrees), it will allow the window to work it's way down as you drive along. Some windows are too tight or stiff for this to matter but I had a 64 that would roll itself down because of this.
