I don't think I have ever seen a tank with the outlet anywhere but on the top. I always assumed that was for safety reasons. With the outlet on the bottom, a broken or disconnected fuel line guarantees a major fuel spill. With it on the top, there is still that potential, but at least a siphon effect is required and not mere gravity.
