Does the oil pressure gauge work? Does it show any pressure with the engine running?
It takes a long time, like minutes, before any oil starts coming out of the rocker assembly. When he turned it with a screwdriver, was it by hand or in a electric drill? If by hand he just didn't turn it enough.
If you have oil pressure at the gauge but not up at the rocker assembly he may have reinstalled it wrong.
