I was just talking to a guy yesterday ... here in NJ, it's illegal to do as much as change your spark plugs on the street -- the vehicle has to be inside the garage! I never heard of that before and I'm sure no one would enforce penalty for such a simple act ... unless you were doing too much; they have their butts covered.
