I used a brake cylinder hone to fit the sector shaft bushings in a steering box and it fit good and held up for a long as I had the Jeep I did it on, no reason you couldn't do that with a set of pedal bushings, just sneak up on the bore you need and make sure to keep the hone moving so you don't get a tapered bore.
On the fit in the bore, chances are the old bushings were slipping and wore the inside of the housing. You will want to get oversized bushings, epoxy won't hold up. You could also try swedging the outside of the bushings you have but it may not work too well long term.
