sounds like the right order, don't think yer missing anything - what holds the bearing in is light friction fit, the steering shaft inside, the column sleeve outside - never seen any pics of that area, other than maybe the assembly manual
the brake/turn mixup might be in the turn signal harness hookups, the brake light/turn indicator use some of the the same circuit, as the brake lights go thru the turn sig mechanism
