I've got the EXACT same hitch on my '62 Suburban. Instead of being welded to the bumper, though, it was bolted.
Ugly as sin. But I have used it for light duty stuff around the house (pulling a trailer and parts car up the driveway, etc).
When I get the funds to have a real receiver hitch installed, I'll cut off the old one, with a grinder and cut-off wheels.
Just a suggestion, but rather than pay someone else to remove it (plus your time and gas to get there), invest that same money in a good 4-inch angle grinder, a pack of cut-off wheels, some ear plugs (you'll NEED ear plugs! I prefer ear muffs), and safety glasses, and have at it yourself.
Then, now that you've got the grinder, you can buy a couple of wire cups, and eat rust away on a surprising number of projects.
When it's a toss-up between paying someone else to do it (provided it's fairly simple), or investing in the tools so I can do it myself down the road, I always buy the tools.
Sorta like "Give a man a fish, feed him for a day, teach him how to fish and feed him for a lifetime."
And why haven't I seen your truck at my swap meet in Braselton the first Sunday of every month?!
