Need a shop around Atlanta, GA to cut off the previous owner's trailer hitch.

The reasons I want it off are:
1) it's ugly
2) it is in the way of remounting my spare tire under the bed hanging off the frame rails with the stock doo-dad for this purpose
3) it is welded to the bottom of the rear bumper, so I can not take the bumper off
4) I want to put the stock '65ish license plate bracket/holder on there, but this hitch is in the way
5) I wanna put a more legit hitch on there, if I have one at all.
6) it's ugly
So... I live in Tucker - Stone Mountain area, which is East of Atlanta, GA... I am looking for a shop that can take this thing off for me.
Would a place that installs trailer hitches be able to handle this kind of thing?
