I agree that the F is probably for Flint.
The O is probably a year code, and the 6I3 is probably a 613, or June 13, the casting date. The WE will probably be the use. (e.g. Car vs truck, installed options, et cetera)
I'll let you know if I find out what the heck this means. My magic book is at home, and I am not.
