A cow magnet is a magnet about the length and diameter of your finger. It is implanted in the cow's stomach in case a nail or a piece of wire gets into the hay, and is eaten. The purpose is to keep the item from traveling through her system, and doing internal damage. I've also heard of them being used to increase gas mileage, but never heard if it worked.
