Heck I have the room for a double garage but the municipality won't let me. Certain by-laws referring to square feet of "other" buildings versus lot size. They also have by-laws that say limited street parking and no illegal basement suites. There are more suites than garages! Hey that's an idea! Build a basement garage and call it a suite!
