When I"m looking at my boards, and the diagrams to cut new ones, you have to cut those doves in every one of the boards, if it's a fleetside, you have to cut around the wheel wells, and on top of that, you have to bolt it down with a LOT of fasteners. All this as opposed to taking a piece of steel, putting it in a bender, hititng a button, then welding it to the sides.
