The lower bearing IS harder to change, but it often wears more than the top. If the linkage, mounting bolts, & turn signal stuff is removed the "mast jacket" or outside sheetmetal part of the column will slide up & off the steering shaft. Bad bearings can cause hard steering & shifter binding. Brian
