I use Windows Photos for most of what I do with pictures, and when one opens a photo, across the top bar there are several options for actions. Just to the left of center are three dots...click on those dots and one of the additional options that are presented is "Resize Image". It is pretty self-explanatory from that point.

I like this method of resizing photos because I don't have to open any other programs.
