This is how I do it. I use the free Windows Accessories application Paint. Others might have a different method.

Go into Windows Accessories > Paint > File > Open
Locate your picture and Open it
Toward the top left corner there is a Resize button - click on it.
I change the Horizontal aspect ration to 25 and the Vertical will change with it, if you have the "Maintain aspect ratio" selected.
Click OK
Then I "Save As" and change the name the file name a little, so that you can save your original picture size. I usually add a letter "a" or "1" to the file name. If you don't care about the original, just "Save" the file.

I just change a test picture and it went from 1.70MB to 200KB which allows me to post 5-6 pictures.
You don't have to use 25, sometimes I use 20 for the aspect ratio. I'm not sure what size picture you are starting with, so find what fits your needs.
