You can probably use a carriage bolt to replace it and glue it in place with JB weld. Start with a cutoff wheel to grind it flush with the bracket, then drill and file the hole square to match the square on the carriage bolt. The studs are that way so you don't use two wrenches to attach the instrument panel fasteners, one to back up the screw and the other to tighten the nut.
