Is the one you are showing in the pic, the broken one? Is that a wedge of some sort under the nut, which you turn to hold the cluster in place? I don't see why the broken or stripped bolt can't be simply removed and replaced.
Ok, the more I research the net, I see the bolt is probably welded to the dash? If so, maybe try a smaller nut to see if you can tighten down on the remaining old bolt?
