I just sanded/ground mine smooth then applied a heavy dose of filler primer, sanded that, and painted. I gave no thought to removing everything, they still look good after 25 years other then some road rash on the front one. I might have wire brushed them to get into the pits, mine were in the dirt for 30 years. A good course sandblasting would likely be enough for paint to stick.
