Remove whatever chrome is left on it. Use muriatic acid or sanding/grinding.

Lye drain cleaner works well, too. Submerge the bumper in it mixed with water.

Once you get the chrome off, it's like any other steel part. Sand it, fill it, prime it, paint it.
