I have made a punch in the past to cut felt inserts for wooden knicknacks I used to sell.
A piece of thin wall pipe was used, ground a beveled edge, hit the pipe with a mallet to cut out the pieces they worked great.
You could also try McMaster Carr, they sell all kinds of punches and they carry them for rubber, quick shipment also.
