If the pedal is solid after a couple of pumps, the air is gone. You need to adjust the shoes closer to the drums. It takes a good bit of fluid to move the shoes into contact with the drums, sometimes more than one pedal stroke will do if even one set of shoes is out of adjustment. Just be sure they're not dragging when the pedal is fully released.
