Why would it cause hot spots in the drum? They're always moving. I suppose that could happen, but I doubt it.
They happen. That's why they make drum grinders. Look like a washing machine motor with a long shaft and a 3" grinding wheel at the end. You chuck it in the brake lathe where the drum cutter mandrel would be. Treat it like you're turning a drum, after you actually cut the drum.
