Brake adjustment is a waste of time when chasing a pull. None of the brakes will apply any stopping force until all the shoes are firmly against the drums. The only problem out of adjustment can cause is a low pedal. Look for sticky wheel cylinders (even new ones) and/or restricted brake flex lines at the front which will allow a pressure buildup before all the brakes are applied. Right pull- - - -change the LEFT front flex line, etc.
