it seems like you have the wire from the battery and the wire to the light switch connected to the wrong ammeter terminals. Just switch those two on the ammeter and see if that fixes the problem. Don't do this. You'll end up with some of the load going through the ammeter and some not. As Kevin and I said above, the + terminal on the ammeter gets the hot wire from the starter stomp switch and the hot wire to the horn. ALL OTHER WIRES CONNECT TO THE - SIDE OF THE AMMETER (assuming a stock electrical system).
