On the ground issue, Scott is right near when horn relays were introduced in trucks. I think I see the horn he bought on Ebay. It has what looks like two insulated terminals. If so, it was designed to be used without a relay, so it needs to be wired as you say, the ground terminal on the horn goes to a nearby chassis ground spot, The horn "circuit" won't be grounded by bolting.
I don't know what you mean..... the relay is grounded thru it's mounting screws. Why?
