That is a great idea- - - -one that I'm planning on incorporating into the design. There's an Ebay ad for "explosion proof" thick wall seamless steel tubing that looks like it would make excellent material for a rocker arm shaft. The 16mm (5/8 inch) version of that, with an 8MM (5/16 inch) center hole would be plenty strong for a rocker shaft, the alloy is most likely to be able to be case hardened, and there's a 16MM ID X 12MM wide needle bearing that could be fitted to stovebolt rocker arms (two of them with an oil groove in between) . The pivot shaft can be made to free float in the standoffs in bronze bushings so the bottom of the shaft doesn't wear excessively. Yes, it's a lot of work, but the finished product ought to last about 3 days past forever, and have a tiny fraction of the parasitic drag of an OEM rocker assembly.
