If it's only the Engine forum, we'll have to check the permissions. It does seem odd. BUT, if you ever saw the insides of the "permissions" page, there are 27 categories to set, with nine possibilities for each of them. These two: "min time between posts" and "delete post time limit" are the most bizarre. The first one is: "can see forum." Hmmm ... what are we doing here then.
