I think what they are talking about is a balancer shaft that has a really deep groove. Those sleeves are thin and so without a little jb weld or marine tex to fill in the gap and get the groove level with the rest of the shaft, the rubber part of the seal will put presure on the speedi sleeve and collapse it into the groove. So the use of the epoxy, wet, serves both a filler and glue purpose.
