It looks like it could be some sort of oiler,
but wouldn't be snake oil going into the intake, because it's on the wrong side of the engine. Oops - looked again. It's mounted right over the steering column.
It looks like the cap says "M&U Products San Leandro, Calif." An internet search didn't come up with anything on that, however.
