What Otto said about fuel pumps!
You said you replaced the fuel pump ( mechanical).
They have been a crap shoot as far as being reliable for years now.
I know you said you checked to see if it was pumping fuel, take it to the next level and see exactly what psi it is pumping at? And if it's consistent.
