There was no sign of a peg for the floor mat anywhere near that in my '51.
I think the windlace retainer on later AD's could be used to hold the floor mat down. I don't know about carpet, though.

Late '49 and later models discontinued use of the mat retaining pegs. BTW, these extra pegs are the same as the ones on the firewall and toeboard.
The problem with the later windless retainers is that they are screwed down from the top. If you decide to to use those to hold the mat down, you'll need to remove a bunch of screws to get the mat out of the way to check your master cylinder and your battery.
The early retainers are screwed on from the side, allowing you to tuck the mat under the retainer.
