If one lever is in gear the other lever will not move. With both levers in neutral move one lever forward & back. If it moves ok try with the other lever. If both work ok the trouble is in the linkage. It could be the bell crank pivot is lock up. When the rods are in the levers on the trans. the arms on the shift box should line up. If you loosen the nut on the lever on the shifting box you can adjust the rods. From one photo it looks like the 2-3 rod is out of adjustment. It may have slipped in the adjuster.
