My '47 has lights like those. I've always assumed they were aftermarket add-ons. Mine were not working when I got the truck, but I did get them functioning again. Actually, they're kind of jerry-rigged right now. Eventually, I'll need to take them apart and replace the socket assembly altogether. At that time, I'll also clean them up and repaint them.
