Then it's too lean- - - - -find out why and fix it. It's possible you've got a restricted idle passageway. How are you cleaning the carb during the rebuild process? Boiling water and Dawn dishwashing liquid to soften the deposits and massive volumes of high pressure air through every hole in every casting is the only effective way to be sure they're clear.
