Start with 4 gaskets between the collar and transmission and move the ball by hand, If it's easy to move, remove one of the gaskets and try again. What you want is to be just able to move the ball by hand. Then install the seal and put everything together.
There's also the cork seal at the rear of the ball assembly that can be adjusted by tightening the nut around the end.
The whole procedure is outlined in the Shop Manual. If you don't have one of those, it's a good investment.
