It's a GVW thing! Those wheels used on heavier trucks. You say it has heavy GVW. Dayton wheels is correct name of this style. Short frame could have been a "tractor" or as said, small dump. I have an IH rated at 26,000 GVW, it has those wheels. Just happens to be air brakes, BUT, I have had standard brakes on some GMC's I once owned with same wheels. One thing that is diff on this type, is use of a spacer between the rear duals. One wheel is turned around, slips way on hub, put on a spacer, then outer wheel just slips a small distance onto the hub. There is a bumped up rim on one side for the lugs to catch on.
Probly value in engine if a runner, but hard to sell big truck axles or chassis parts. BTDT, or tried I should say. Ended up cutting up for scrap! Cost more in torch gas than I got in scrap price! Body should be same in many ways as smaller trucks, maybe dash gauges and floor pan are diff for heavier usage trucks.
