Searching GM's website for the basic 350 crate engine requires you to select a local business which happens to be a Chevrolet dealership.
So my guess is GM only has a limited supply and is reserving them for the dealerships.
You also have to factor in the virus and labor shortages hitting GM.
The crate well is running dry.
