My understanding is the 'start' temp is the rating of the thermostat. Since it starts at ~160 I'd say it would be a 160 thermostat. It's handier to call it a 160 instead of a 148-156 thermostat. A quote from the Motor Trend article linked below: "If a thermostat is advertised as "195 degrees," that means the thermostat is designed to start opening (thus allowing coolant to flow through the radiator and cool the engine) when engine coolant temperature reaches 195 degrees."
