With the fenders pushed down all the way down at the read, what does your gap look like where the rear edge of the hood meets the cowl?
In order for the front clip to line up properly, you must first make sure that the hood is adjusted correctly. The fenders play no part in the correct positioning of the hood. It is the other way around, that is to say that you adjust the fenders to match up with the correctly adjusted hood.
I am not suggesting that any of this is easy, nor fun. Setting the hood is job #1.
