Yes, it is true, the key lock is on the passenger side door and is locked/unlocked from the outside. The driver side door is locked/unlocked from the inside. There is a 3/16 inch square shaft near the rear of the door, and the "T" handle goes on that shaft. To lock/unlock, you simply rotate the T handle clockwise/counterclockwise.
